Read verse 17, Now Peter and John take over. They laid their hands on them and they received the HOLY GHOST. A man close by offers them money saying, Give me this Power, saying that, whosoever I lay my Hands on, they may receive the HOLY GHOST.

Peter said thy Money perish with thee, because thy hast thought that the Gift of GOD may be purchased with money. Then, Peter SAID, Repent of thy Wickedness, Pray to God and perhaps the thought of thine heart may be forgiven thee.

The Holy Ghost Never comes first. Always, after you have been SAVED. Most of the time, it takes place months, even years later, after you have been Reborn out of the world and GOD is your Spiritual FATHER.
