Mrs. Rachel Williams Outlaw (née Rachel Dell Williams), daughter of the late Janie Bell Pryor and Charlie Warren Williams, Sr., passed peacefully on November 6, 2025, in Yuma, Arizona. She is survived by her loving husband of 60 years, James F. Outlaw, her adult children Marcia and Michelle, and her brother Dave Williams and sister Martha Howell. She also leaves behind two granddaughters, Skaïa Rachel and Kaïla Jasem Outlaw-Muller; Michelle's husband Alexis Muller; Marcia's husband Guillermo Muños Parra; sisters-in-law Almeta Williams, Helen Williams, and Claretta Creech; brothers-in-law Roger, Derrick, and Ricky Creech, plus several nieces, nephews, God children, cousins, and dear friends.

Never having met a stranger due to her outgoing and friendly nature, Rachel Dell was also beloved by each of her four younger siblings (Charlie, Ann, Dave, and Martha), with an especially close relationship with her baby sister, Martha, with whom she spoke almost every day.

Funeral services were held on Tuesday, November 11, 2025, at S.T. Enloe Memorial Chapel in Shelby, NC.
